A 32-bit IE may open blank New Tabs or Hyperlinks, this issue may be noticed in 64-bit Windows running system, primarily in Windows 7.
In this issue, a link opened in a new tab or a hyperlink will display completely blank pages in 32-bit IE, however, if 64-bit IE or IE without add-ons are used, new Tabs or Hyperlinks, will open fine.
Only, after you check 64-bit IE and IE without add-ons and they open the new Tabs and Hyperlinks fine, then only follow the below mentioned steps.
To find 64-bit IE, First of all check whether your Windows is 64-bit
After you confirm, its 64-bit, then Click Start,
In the Search programs and files, type Internet Explorer
You should get 3 options for IE, Internet Explorer, Internet Explorer 64-bit and Internet Explorer (No Add-ons).

Solution
Steps:
1. Download ie8-rereg.64on64.zip and ie8-rereg.32on64.zip from http://iefaq.info/index.php?action=artikel&cat=42&id=133&artlang=en or by simply clicking on the hyperlinks.
2.
Extract the .zip folders.
3.
Close all open applications (i.e., anything with an icon on the taskbar) then
right-click on the script named ie8-rereg.32on64.cmd and select Run
as Administrator, then reboot.
4.
Close all open applications (i.e., anything with an icon on the taskbar) then
right-click on the script named ie8-rereg.64on64.cmd and select Run
as Administrator, then reboot once more.
5. Now
check, the links/hyperlinks would open fine in a new tab, IE 32bit version as
well.
